It grew out of the University of Southern California’s educational broadcasting mission, specifically their FM station that started in 1946 as a way to bring classical music and cultural programming to the Los Angeles area.

It came straight out of the University of Southern California's push to use radio as a classroom without walls, broadcasting classical music and cultural stuff to Angelenos who couldn't step foot on campus. They basically took their academic mission and threw it over the airwaves starting in 1946, making highbrow education accessible to anyone with a receiver.
